Proliferation of php.ini files

Question:

How many php.ini files should my site have? I understood that there would be one php.ini file in the main web directory. Instead, I'm finding php.ini files in every subdirectory within the main web directory. Is that right?

On my free webspace - which was transferred to the new hosting platform but which hasn't really been used since, I only have 1 php.ini in my public_html folder.

in it contains

The below sets register globals to on, as on the old f2s platformWe
recommend you remove/comment out this line, as it will reduce the security
risks associated with your PHP scripts
register_globals

Do you mean you have a php.ini file in your logfiles folder, and cgi-bin folder? I don't think they should be there because surely they won't have a use in those folders - especially logfiles, but I'm not an expert on this - Adam will probably be able to answer this properly.

In my public_html folder there are several subdirectories and in public_html as well as in each and every subdirectory there is a php.ini file. That's why I was wondering if this is supposed to be like this.

This does seem a bit strange, but looking round my webspace now I've also got a php.ini file in every folder which has PHP files in (it's not in directories with just images in). Each one just contains the code acidtechno posted above to enable register globals.

It's obviously a result of having your webspaces transferred? a php.ini was automatically put in every folder that also had php files in? but is this really needed?
